Tá sé i gceist go gcuirfeadh sé cúnamh ar fáil do dhaoine atá ag brath le fada ar íocaíochtaí leasa shóisialaigh agus ar mian leo a bheith féinfhostaithe trí ligint dóibh cuid dá n-íocaíocht leasa shóisialaigh a choinneáil thar dhá bhliain.
