Is éard atá i gceist leis na Meastóireachtaí ar an gClár Feidhme, mar atá i Rialachán na bhForálacha Coiteanna (RFC) 1303/2013, ná ‘cáilíocht dhearadh agus fheidhmiú na gclár a fheabhsú, mar aon lena n-éifeachtacht, a n-éifeachtúlacht agus a dtionchar a mheas’. Ar a laghad uair amháin le linn tréimhse an chláreagraithe, déanfar meastóireacht ar an tslí inar chuidigh tacaíocht ó CSE leis na cuspóirí ar gach réimse tosaíochta. Éilíonn RFC freisin go ndéanfar réamh-mheastóireachtaí agus iarmheastóireachtaí ar Chláir Oibriúcháin agus tá foráil freisin go ndéanfar meastóireacht iar-phoist.
